Q1: What are the Benefit of Study in Singapore?

Premier education hub which offers students an international perspective and diversity of options. Tuition fees are affordable and the cost of living is still significantly lower than of many developed countries. It is well connected via sea, air and telecommunications to all parts of the world. It is fairly close to India encouraging students to visit home during every academic break. It is consistently acknowledged to be a global business hub with its developed infrastructure, political stability and open business policy.

Q2: Do I need a Visa and Student Pass to study in Singapore?

A foreigner must apply for a Student's Pass if he/she has been accepted by an educational institution to pursue full-time studies in Singapore.

Dependant's Pass holder studying in a Government/ Government-Aided/ Independent school/ Foreign System School/ Kindergarten registered with MOE or Childcare centre licensed by MCYS.

Visitor who has been granted a short term Visit Pass at the Singapore Checkpoint and wish to attend a short course that can be completed within the validity of the initial Visit Pass granted to him/her at the Singapore Checkpoint or 30 days, whichever is shorter.

Upon receiving the Letter of Acceptance from the school which is valid for 2 weeks, the applicant must proceed to the Immigration & Checkpoints Authority (ICA) to apply for a Student’s Pass. For applicants who require a visa to enter Singapore, please ensure that your application for the Student Pass is submitted to the ICA at least 2 months and not more than 6 months before the commencement date of the course.

Note: For PRC nationals who wish to pursue a language, commercial, vocational or fine arts course at private schools in Singapore (with the exception of students taking a degree or postgraduate degree course and students studying at PEI schools), applicant is required to submit Student's Pass application through the Singapore Embassy in Beijing.

With the launch of EduTrust, all private education institutions will need to be certified with EduTrust to offer school placement for international students.

Q3: How do I apply to study in Singapore?

School Admission for IS without Dependant's Pass (DP), Immigration Exemption Order (IEO), or with neither parent who is Singapore Citizen (SC) nor Singapore Permanent Resident (SPR)

From 2012, MOE will hold a Supplementary Admissions Exercise for International Students (S-AEIS) in February / March every year. This means that there will be two exercises for admissions into a particular school calendar year, for example, in September / October 2011 and February / March 2012 for admissions into Academic Year 2012. This initiative will provide better facilitation and convenience to international students (IS) as well as streamline the administrative processes for our schools.

Since 2008, IS wishing to seek school admission to mainstream public primary and secondary schools, and who will be age 7 and above as of 1 January in the year of school admission, may take part in an annual AEIS during the September / October period every year. Under AEIS, IS enjoy the convenience of a centralised test on English and Mathematics, and an offer of a school place if they pass the test. An applicant who passes the test is offered a place in a suitable school, based on available vacancies and his performance in the centralised test. These successful applicants can start school at the beginning of the academic year in January.

Previously, IS who were unable to participate in the September / October AEIS may sit for and must pass the Qualifying Test (QT) before approaching individual schools for further school-based admissions tests. Many approach more than one school to increase their chances of admission and are often required to sit for different admission tests by the schools they are applying to. Our schools also need to cope with the additional administrative load to conduct such tests.

With the availability of the S-AEIS in February / March, there will be no more QTs from July 2011 onwards. Applicants who pass the S-AEIS will be offered a place in a suitable school with vacancies based on their S-AEIS results. IS should not approach our schools for admissions as it will be centrally managed.

International students who wish to start school at the beginning of Academic Year 2012 are encouraged to register for the 2011 AEIS.

School Admission for IS with Dependant's Pass (DP), Immigration Exemption Order (IEO), or with either parent who is Singapore Citizen (SC) or Singapore Permanent Resident (SPR)

These IS are encouraged to take part in the AEIS / S-AEIS for the convenience of centralised testing and posting. If they are unable to participate in AEIS / S-AEIS, they may continue to apply for admission at their schools of choice directly. Admission is subject to the school's admission criteria and the availability of vacancies.

  • Local Universities/Polytechnics/Institute of Technical Education
    Check the course brochures or website of the university of your choice to see if you meet the course requirements. Apply directly to the educational institutions accompanied by the relevant certification and documentation.  Please note that local universities accept online applications. Some institutions or courses will require you to undergo an interview or placement test.

    Upon acceptance, you will be sent a Letter of Offer.  Applicants who apply online to local universities can check their application status online. Sign the acceptance form and return it by the closing date.You will receive a package and should plan to be in Singapore at least two weeks before the semester commences.
  • Private Schools
    Private schools conduct their own admissions exercises which are usually publicised in the media or course brochures. Check that the school is registered with MOE or that it has attained the Edutrust certification from the Council for Private Education.Check the course brochures or website of the school to see if you meet the course requirements. Verify that the courses offered, certification, school facilities and international student services meet your expectations. 

    Apply directly to the school accompanied by the relevant certification and documentation.  You will be kept informed of your application status and sent a Letter of Offer upon acceptance.
  • Foreign System Schools/International Schools
    Foreign System Schools, or International Schools, conduct their own admissions exercises which are usually publicized in the media or course brochures.

Q4:What are the entry requirements to study at educational institutions in Singapore?

  • Government, Government Aided and Independent Schools
    International students without DP, IEO and whose parents are not SC/SPR and who wish to seek school admission to Primary 2-5 and Secondary 1-3 levels in mainstream public primary and secondary schools respectively are to take part in the Admissions Exercise for International Students (AEIS).

  • Admissions Exercise for International Students (AEIS)
    AEIS involves a centralised test on English and Mathematics, and applicants who pass the test would automatically be offered a place in a suitable school, based on available school vacancies and their performance in the centralised test.   • Applying Directly to Schools
    International students without DP, IEO and whose parents are not SC/SPR and who are seeking admission to Primary 2-5 and Secondary 1-3 but are unable to make it for the AEIS exercise and those who are seeking admission to Primary 1 or JCs may approach their schools of choice directly to apply for admission.
  • Step-by-Step Guide for Applying Directly to Schools
    Admission is subject to the availability of vacancies, provided there are no SC/SPR children on the schools’ waiting lists, and the schools’ admission criteria.

    International students without DP, IEO and whose parents are not SC/SPR and who are seeking admission to Primary 2 - 5 or Secondary 1 - 3 are required to sit for and pass a Qualifying Test (QT) before making a direct application to schools.International students seeking admission to Primary 1 or JCs are not required to sit for the QT.

    Submit your application at the school of your choice with the required documents.If there is a vacancy, you will need to pass a placement test conducted by the school. Applicants will be tested on subjects such as English, Mathematics and Mother Tongue Language (where applicable).

    Upon passing the test, the school will issue you with a Letter of Acceptance (LOA). The Letter of Acceptance is valid for two weeks, during which time, you must apply for a Student’s Pass with the Immigration & Checkpoints Authority (ICA).The applicant must return to the school with a valid student’s pass within 2 weeks of the LOA’s date of issue. Otherwise, the applicant will forfeit his / her admission to the school.
